So that means it has to be downloaded by another PC, stored on a thumb / CD drive and brought over to that PC. Then click on the.xpi file, do open with and point to Firefox to open it. When you use that 'other pc' to get the download, don't click on the 'add to firefox' link. Right click it and do a 'save link as'. That will let you save the.xpi file.
